Euonymus scale treatment

Does anyone have any advice and experience of treating
euonymus scale?
We have a large hedge about 100ft long by 8ft high and it has virtually lost all its leaves.
We have tried treating it with bug control bought from our local garden centre but it hasn't helped and actually got worse. I have read about horticultural oil but am unsure and would ideally like someone who has experience and success of using this.
