Weeds don't work like that, when you dig out the roots you'll remove the immediate problem but seeds will lay dormant in the soil and new seeds will blow onto the patch and germinate. Practically speaking you won't successfully control weed infestations with weed killer, they're really designed to remove one or two problem weeds (irresponsibly so).
The best thing to do is let your turned soil settle for as long as you can (if you had a ground sheet to cover the entire area this is when you'd use it), pick out as many weeds as you can then turf over the whole area rather than seed it. Turf tends to be quite dense so will repel most weeds trying to push up from underneath, seed on the other hand is thin and sparse for at least the first year and its very easy for weeds to germinate in between. You'll struggle to keep them under control. It's worth the extra expense of buying turf.

It's looking really good now, weeds still keep coming through but I'm just trying to dig them out by the root as and when. No weedkiller was used (or needed).
