You don't say if it's the perennial or annual phlox, but the answer is still yes.
If you have the tall perennial type, a little way below the dead flower head you'll see a couple of tiny shoots coming from a leaf/stem joint. Cut to just above there and you'll get some more flowers.
I was doing mine earlier. And I done the same to the annual phlox but just roughly cut back the dead bits.
