Mildew/fungus?

Now I've discovered this forum I can see it being very useful for any problems. Attached a couple of photos of 2 plants/grasses, one wasn't looking very good so we repotted it but noticed on them both a white powdery substance in the middle, is this from overwatering as the soil in the pot was very damp, do they need slightly dryer compost.
