Yellow rust? Help!

Hi all, I planted this shrub 8 years ago! It has thrived. First off please can someone help me identify it :-) and offer any advice on what might be afflicting it . In the last couple of weeks some of the leaves began to curl and there is a very bright yellowy orange residue on the underside of the leaves?
