Apple leaves curling up & dying

Hello

My Apple tree leaves are going dark and curling over, and then dying. The leaves have some tiny black and brown creatures on them, plus quite a lot of black ants. Photos should show this. First spray of rose pesticide a few months ago haven't had much impact.

Can anyone help? What can I do to stop this. Thanks for any help!
