Agreed with most suggestions, particularly hardy geraniums and heuceras.
Ceratostigma plumbaginoides (can be invasive but doesn't creep into lawns though. Some Potentilla varieties dotted around also offer good cover.
Saxifraga x urbium can create an almost impenetrable mat but may take some time and the flowers don't last for long.
