Unwell looking acer

This small Acer has been planted in this spot (large raised bed) for a couple of years, initially grew well & looked pretty healthy. This year, however, it's looking very sorry for itself and I'm not sure why. The leaves are all tightly bunched together and several branches have died off.

Any thoughts on what the problem is and what I could do to fix it?
