Problems with strawberries - All new shoot brown

I'm having problems with my strawberry plants and I would be grateful if anyone could help!
1) They are not bearing fruits Not even flowering. But I think it's because the soil is too high in nitrogen (I add Bokashi compost)? So may be I just have to fertilise with tomato feed?
2) more importantly, all the new shoots com up brown (picture included). i don't know why this is happening.
