Please help identify this pest or disease

imageI've just pruned the tips off my Tulipwood tree (Harpullia pendula) in Queensland, Australia. It's winter here and after strong growth through summer, our young tree is struggling. New growth is thickened and brittle and dies before leaves properly form. Note the blackened colour. I've consider calcium deficiency and sap-feeding insects so far and treated as such with no improvement. Any ideas?

  • also note the blotchy leaf colour. This may have resulted from the application of pest oil on a warm day in early autumn.
