What variety are they? Are they early or maincrop? Where are you?

In Cornwall, earlies are ready for harvesting, up North they will still be small. Maincrop will not be ready yet. That said, if the leaves are yellowing, there may be something wrong with them. Have they had enough water?

Hi Fidgetbones, not sure what variety they are. I'm in west yorks and I think maybe I'll chance lifting one of them, just to see what the situation is  image. I can also check at the same time if they are thirsty. Thanks for your response

It's been incredibly dry this summer so I'm holding off harvesting mine for a little while as I think they'll still be quite small.

I grow quite a lot of spuds on my allotments. I have been harvesting "first early's " since June & they are quite a good size- mostly!  A garden centre near us has seed potatoes loose so you can "fill a bag" this allows you to mix & match try different ones etc.  So for my first early crops  I planted Swift, Rocket & my old favourite Foremost. The Swift & Foremost have been fine, grew well flowered cropping well good sizes. The Rocket however are pathetic hardly grew, no flower gone yellow. So I dug some up the other day, there are potatoes there but they are small, & few with just an occasional good size one.

So the point I am making is sadly you may have picked up poor seed (as did I) but it is not your fault, do as you suggest dig one up see what you get if the halum has died away they are not going to get any bigger. If the tops are still there try irrigation but unless they are maincrop they  wont get much bigger. Put it down to experience.
