Somethings eating Silver Birch leaves

I have three multi stem Silver Birches - just planted this year (they are about 8' tall).  Noticed this morning that one has had all the leaves on one branch eaten, just leaving the spine.  Anyone have any ideas what it could be and what I need to do to solve the problem?  Hope someone can help!

    Marywelbyuk... the Silver Birch is by far the most abundant tree across the whole of Russia . They attract a huge amount of insects  and birds . We love the sound of woodpeckers hammering away during the seasons.

    We still use a very old method of using a water-based latex white paint to cover the lower part of the trunk from ground to about 1 meter in height . This has to be highly diluted. We have found that this keeps most of the nasty bugs at bay.
