Mini roses being eaten

Can anyone advise me as the tiny rose buds are being eaten from the base, usually by a small green caterpillar making a hole in the calyx. Some of the clusters of buds are being stuck together with a silk web type stuff. I couldn't see what was doing this until I pulled a bud off today and a little green head popped out! I have sprayed with Provado now but was not sure if this will be effective. Any help will be gratefully received.

Planted a jasmine app 1 month ago. Looks really healthy apart from giving no flowers. There were a couple on when I bought it The buds appear and then get eaten by something. It's a variagated one. Have sprayed it with Bayer organic bug spray. Would love to see flowers on it.
Not sure what else to do. Was potted uo in a brand new pot with fresh multi purpose compost.
I had this too, but on Sedums and the flower heads failed to form and eventually, it dropped off. Not much can be done as by that stage, damage has been done. Just cut off the affected buds and keep the plant fresh by removing any dead leaves off the soil areas and remove the top layer of soil and put new layer on top.
