Baby cacti falling over

Hi, I couldn't find my last post about cacti so this is what's happening.
I have numerous baby cacti which I have grown from seeds, I potted them on several months ago, all doing well. I noticed some of the tall varieties were leaning, towards the light?, so I've been turning them every morning. But some of them have uprooted themselves and fallen over, they're not brown or off colour, just falling over. They have very little roots, I feel that I didn't pot them deep enough.
I did note that there is a little 'stem' under where the hairs are growing, should I repot them up to the hairs?, and fully cover the smooth bare stem?
Any tips or advice would be appreciated.

The hairs are the baby spines. I would repot them as you suggest, with the spines above the surface and the lower part below to maximise stability. Columnar cacti are prone to falling over!

Mary - have you got any bamboo skewers? A few of those pushed in around the plant would possibly help as a temporary 'stake'. They would be quite unobtrusive and easy to remove later on when it gets some roots.
I live in west central Scotland - not where that photo is...
This may be a silly answer but are you watering them enough!! Baby cacti will need water to get going.
Forestedge............yes, I'm watering them, they are healthy and green, the taller ones are just keeling over, I think I didn't plant them deep enough.
