Dead honeysuckle?
I bought a honeysuckle vine a few weeks ago, and unfortunately a week later we had a heat wave of about 119 f and I guess I left it in the heat/sun to long, all the flowers and leafs dried up how do I know if it's dead, or if it has any chance of coming back?

It's hard to say without a picture. I'm assuming this happened when it was still in the pot? Either way, to give it a chance of survival, cut off quite a bit of the top growth and stand the plant in water and keep in the shade for 3-4 days. In those days, water throughly and keep the base and surrounding areas cool.
Any newly planted plants need to be watered more until they're established. If planted in the middle of summer, you need to be even more vigilant. If there's life, there may be new growth in the next coming weeks.
If the Honeysuckle has been planted into the soil, keep it watered as mentioned, and still cut off the dried areas and give the base a nice thick layer of mulch to keep areas cool.
Here is a picture, since it happened I've kept it in partial shade and have kept it watered, the upper vines are very dry and brittle.
