Air Layer has Shoots not Roots!

I started an air layer on a plum tree in Feb this year and although there is activity within the plastic bottle, all of the new growth is going up, not down (shoots not roots!).
I thought that there may be light getting in but I have used several layers of tin foil to stop that.
Any thoughts on what the problem might be please?
