Cobnut mystery

Hello! We inherited what ee believe to be a kentish cobnut when we moved into our house 3 years ago. Its in a pot about 14 inches across on our patio. However its never produced catkins or flowers and its leaves turn yellow and drop off like they are currently. Can it be saved and what is wrong? I'm scared to touch it in case i finish it off completely!
