Yeah it depends what... some things will root readily from a flowering stem cutting if you cut the flowering parts off but most don't. If you can only find flowering material you haven't got a great deal of choice, might be worth at least trying.

Just cut the flower bit off if you can only find flowering cuttings. I don't think semi hardwood will root in water but just pop some in gritty compost and some in water and see. Nowt to lose!

I find that once flower buds are formed, they don't root well.
