If you're looking for a short climber, you may be better off looking for a shrub rose - they'll often get to 6-8ft if you want them to. It can be tricky trying to keep a climber short, but it depends how short is short..

'Warm Welcome' is orange not red but flowers for a very long time. Nice fragrance too, though not very strong. Does like sun, but I think it depends how cold your position is.

Hadn't thought about using a shrub rose but absolutely worth looking at as I only really want 1.5m to 2m height and I could always prune out the width. Thanks Pete8!
I'm in East Anglia so it can get quite cold in the winter although the garden is quite sheltered by surrounding shrubs.
Roses don't mind how cold it gets - they'll be fine regardless of the weather. Have a look at David Austin and Peter Beales rose sites, you can filter for size, colour, position etc and will likely throw up some useful ideas for you.

The plant will be fine but some don't flower as well. I think shelter is the main thing - out of cold winds. There are so many different roses - bound to be one that works
