Twisted hazel help needed

Hi there
I have planted a twisted hazel in my garden about 2 years ago and I have been pruning out the straight stems. However the plant seens to be very floppy and top heavy (see attached picture) so much so it is flopping over into the rest of my new border.
What do I do with it? Simply stake it up? Ideally I would like to grow it into a large bush or small tree
