Gardeners usually define a weed as "a plant growing where it's not wanted," so your willow herb is only a weed if you don't like it! That's a lovely mesembryanthemum beside it.
That being said, willow herb seeds prolifically and is highly invasive ... Most Gardeners yank it out at first sight unless they have a very large wild-style garden which can accommodate it.

Don't ever let it go too seed and if you grow fuchsias don't have it in the garden at all.
