French Lavender Problems

Hi Guys
I'm looking for some advice. I have two french lavenders and both of them are looking really bedraggled and sad. I have about 15 english lavender plants in both flower beds and pots and these are all looking fantastic - flowering and happy.
Do any of you know what could be causing the problems?
Has anyone had any problems with their french lavenders and any advice on what you did ?
Note - they are in sunny spots and have good drainage. Is it possible I have UNDER watered these? I thought they ere drought tolerant? Or possible pest problems?

It does look like it's dried up. I don't know how often you watered them, but they still do need watering, especially in very hot and dry times. The last picture is more of a close-up and it does look like there may have been some kind of leafhopper issue. But I don't think it would cause this much damage.
