Oak tree: disease or weedkiller poisoning?

Hi, I'm not sure if this is the right place for my query but here it is:

There is a large oak tree beside the street outside my house. Up until recently it was healthy but at the end of May 2017, it suddenly dropped approx. 30-40% of its leaves, and a lot of the remaining leaves are curled and brownish. The trunk and branches look normal, no signs of acute oak decline as far as I can tell. The tree grows in an overgrown hazel hedge near the entrance of a school and I suspect that someone (maybe the council) has sprayed some kind of weedkiller around the base of the hedge to control stinging nettles.

Is the tree diseased or has it been affected by the weed control? (pics below)

If anyone can help identify the problem, I would be most grateful as it is a lovely tree and I would hate to see it die/felled.

    Hi Jackie,

    I had another look at the tree following your comment and yes, it seems to be Anthracnose. As you can tell, I'm a bit clueless with this sort of thing so your advice was very reassuring (and stopped me before I made a fool of myself complaining to the council!).
