what is eating my rose?

I have a "Golden Showers" in a pot front garden, by my bungalow, been in 3 years, as have the other 2 varieties, all treated the same, manure autumn and spring, top dress new compost in spring. All been fine, BUT this winter it didnt loose its leaves which I thought was strange, (the other 2 did, as usual) there hasnt been one single bud on it this year, and the leaves have "nibbles" out of them, any thoughts folks?

It would be helpful to have a picture NB but it could be either leaf cutter bees or vine weevils.

I have no idea how to "add" pics, dont have a smart phone, the top pic looks more likely, but its also strange the rose didnt loose its leaves or produce a single bud!

Do you have a digital camera or an ordinary mobile phone with a camera function?   If so you can transfer images to your PC and then use the camera icon to the top right of the message box to load the picture from your PC.
