dying apple cordons

HELP!!!!!

I have a row of 8 different apple cordons.

This spring 1of them just failed to break into leaf or blossom and is still completley bare and is now looking pretty dead.

The cordon next to it broke out into leaf and blossom and set fruit that are now the size of golf balls but the tree is now looking very sick with yellowing shrivelling leaves that are going brown and crispy and the fruit or shrivelling and wrinkled. It looks like this is also on the way out and dying.

All the other trees in the row seem fine but I am concerned that I may have an infectious disease and if I do what is it and how to i treat it.???????

When were they planted and where?

We had a very dry winter and spring ....... did they get plenty of water?
