Why is my apple tree not blooming

I purchased a few small variety, fruit trees two years ago. 

Whilst all but this apple tree have blossomed and fruited successfully. 

I have no idea why this has not, any advice would be great.

    Is that a recent photograph? It looks dead to me. It's not a suitable place to plant a fruit tree ...sorry image

    It looks to be six inches at the most from a bathroom or kitchen wall.  If growing at all is roots will be amongst the footings and it will be in a rain shadow, not to mention the wooden bench keeping any rain from its root area. 

    As I said that is not a suitable place to plant a fruit tree.  Is it in the ground or in a container?

    I agree with dove, it should have some signs of growth by this time of year, even the buds don't look like they're fattening up.

    its either a dodo or a doornail.
