Pest control

Today I found my rosemary and French lavender covered in rosemary beetles. I have picked off the ones I could see but have heard that they bury into the soil over winter only to return next year. So clearly I am concerned if I don't get on top it it now they will just come back with avengance next year. I am wondering if I should repot those in pots or whether that will help or not? I don't want to use pesticides so might just have to keep plucking them off? Does anyone else have this rosemary beetle in their garden? How have you controlled it and kept it away?? It's already destroyed most of my rosemary and my poor lavender looks very sick!! What is the best control methods for keeping these pests at bay?

I think these must be spreading rapidly. I noticed them in my garden in Essex for the first time a couple of years ago. My mum has them for the first time this year in Cambridge and my daughter, in South London, has hundreds of them and spends hours picking them off and crushing them.

The bugs are as well.....
I'm assuming it's Greenwich, N.York and not London, Jesus? Helluva pricey for you to fly over if we need our bugs killed here.
