Scab type parasite on my Spirea Shrub

Noticed recently small parasites/Scab brown bugs/ about quarter of a inch in size dozens of them wondering what they are.

    Pic is very blurred, but looks like scale of some kind. You can scrub them off with a brush.
    If they persist, a cotton bud with methylated spirit, applied to them carefully, can get rid of them.  :)
    It's a place where beautiful isn't enough of a word....



    I live in west central Scotland - not where that photo is...
